To address a significant omission in the City of Johannesburg long-term economic strategic plan, “Joburg 2030″, Africa Business Group in 2004 developed a Black Economic Empowerment strategic framework which included a number of initiatives aimed at promoting transformation within the City and with private enterprises with whom the City works. The framework included: the Soweto Empowerment Zone and the COJ Black Economic Empowerment Database.
